Development Requirements

Electric
Request for connection |
The Developer shall request in writing that connection to the electric distribution system is required. The Developer shall provide details and a draft plan of subdivision and declare if they intend to seek an alternate bid. |
Preliminary economic evaluation |
A preliminary economic evaluation will be performed in accordance with the Distribution System Code. The economic evaluation determines the capital contribution required by the Developer for the distribution system expansion based on the capital and operating costs to construct the expansion against the potential revenue from distribution rates. It will provide information for the potential rebate of funds collected from the Developer to build the expansion. |
Offer to connect and subdivision agreement |
An offer to connect and subdivision agreement is prepared to be sent to the Developer for execution. |
Security |
The Developer must provide a security to ensure performance of their obligations under the Subdivision/Development Agreement. The deposit is an amount equal to 100% of the cost of the system. |
Connection |
Once construction is completed, both parties will ensure that inspections are completed, and all required connection authorizations are in place. Upon successful inspections, PDI will energize the subdivision. |
Updated economic evaluation |
A final economic evaluation is prepared at completion of the subdivision and receipt of actual, final costs. This will determine the final rebate amount if applicable. |

Water
Development agreement |
The Developer shall enter into an agreement to provide water infrastructure from the existing system to the proposed subdivision including necessary looping as well as applicable development and/or frontage charges. |
Design and construction |
The Developer shall design, supply and construct, at their own expense, all applicable water infrastructure to service the proposed subdivision in accordance with the Peterborough Utilities Commission’s applicable specifications and executed subdivision agreement. |
Ministry of Environment, Conservation and Parks (MECP) requirements |
The proposed design must satisfy the design criteria set out in the Ministry of Environment, Conservation and Parks (MECP) publication “Water Main Design Criteria for Future Alterations Authorized under a Drinking Water Permit”, and the design objectives contained within the MECP publication “Design Guidelines for Drinking Water Systems”. Design drawings shall be submitted for review along with an executed MECP Form 1 and associated review fee of $1,200.00 (tax included) payable to Peterborough Utilities Commission. |
Securities |
A performance security shall be posted by the Developer prior to construction. Performance security shall amount to 100% of the anticipated cost of the proposed water distribution system as determined by the Consultant and approved by PUC. |
Connection |
Upon construction in strict conformity with the said plans and the PUC Water Subdivision and Development Requirements, the system may be connected and placed into active service, at the sole discretion and under direct supervision of the PUC. |
Completion |
Once the PUC is fully satisfied with the system and after final inspection, the PUC shall assume full responsibility for the system and shall release the remaining performance securities to the Developer. |
