Water Distribution Flow Test
Flow tests are often needed to help applicants determine how to configure or upgrade a property’s private fire flow system. Property owners, developers and contractors can apply for a flow test to measure the flow rate and pressure of a hydrant.
All fire flow tests are arranged by the Water Distribution Department. A fire flow test consists of one flow hydrant and one static hydrant for a total of two hydrants per test.
Once you submit your online application, you will be contacted by the Water Distribution Department to confirm details such as location and schedule. Payment must be made by credit card (Visa or Mastercard).
Online Application For Flow Test
Tests can be performed by the Applicant’s staff however Water Department staff must be present to operate hydrants. The Applicant is responsible for:
- having an appropriate number of staff to perform the flow test.
- supplying all equipment to conduct the fire flow test (i.e. gate valve, pitot and pressure gauge, etc.). Distribution staff are only responsible for turning the hydrant on and off.
- ensuring public safety when conducting the test. This includes supplying any barriers or other protective measures, as needed.
- protecting public safety when the water is on. If Distribution staff deem public safety to be at risk, the flow test may be cancelled.
Hydrants can only be operated by Water Department staff.
Flow tests performed between November 1 and March 31 will be dependent upon weather and contingent on staff availability. The price to perform tests during this time period is higher to cover such maintenance costs as road de-icing and boulevard restoration. An estimate will be provided prior to commencing the flow test and will be approved on a case-by-case basis.
